A federal appeals court blocked the Federal Communications Commission from extending candidates’ discounted television advertising rates to political parties and joint fundraising committees, allowing local broadcasters to continue charging those groups higher rates during the midterm advertising rush. The 4th U.S. Circuit Court of Appeals ruled 2-1 Tuesday that the reduced rates — known as the “lowest unit charge” — are reserved for legally qualified candidates. The court set aside FCC guidance issued in March that would have made certain advertisements purchased by party committees and joint fundraising groups eligible for the same discount. Federal law requires broadcast stations to offer candidates their lowest available rate for comparable airtime during the 45 days before a primary and the 60 days before a general election. The discount can be substantially lower than the market rates charged to other political advertisers. The FCC’s guidance was scheduled to take effect Sept. 4, ahead of November’s midterm elections. New details are emerging about the investigation into Hayden Panettiere’s death. A witness who was inside Panettiere’s West Hollywood building exclusively tells Us that more than six federal agents entered the actress’ residence on the evening of Tuesday, August 25. The witness says the agents had a warrant to search the premises. Panettiere died in South Carolina on August 16 at age 36. Her cause of death has yet to be confirmed, though an autopsy showed “no signs of trauma.” A police report obtained by Us stated that Panettiere’s on-again, off-again boyfriend, Brian Hickerson, and his brother Zach Hickerson were present at the scene when the actress died. The English actor’s death on Tuesday came 14 years after he suffered a paralyzing stroke, though he maintained his presence in the public eye. He was most well-known for “The Rocky Horror Picture Show,” “Annie,” “Clue” and “It,” just to name a few. Throughout his career, he received an Emmy Award, as well as nominations for a Grammy, two Oliviers and three Tonys. He also released three studio albums, as well as his memoir “Vagabond” in 2025. Born on April 19, 1946, in Grappenhall, Cheshire, Curry got his start in the West End production of “Hair” in 1968.
